The Vacaville Tree Preservation Ordinance at VMC Section 14.09.250.060 prohibits removing OR destroying any tree on public or private property with a diameter at breast height (DBH) of six inches or more without authorization. The ordinance covers severe pruning where the cuts are so extensive that the tree's health, structure, or canopy is permanently compromised - this is treated the same as removal. Routine ANSI A300-style maintenance pruning (deadwood, crown cleaning, structural pruning, hazard reduction within 25% of canopy) is generally allowed without a permit. Topping a mature tree, removing more than 25% of the live canopy, or cutting back trees to stubs typically triggers Tree Removal Permit review by the Director of Community Development, and the City may require a replacement tree. Street trees and trees in the public right-of-way are managed by the Public Works Department; residents should coordinate with Public Works before pruning any tree in the parkway strip. Trees on private property near power lines may be trimmed by PG&E under California PUC General Order 95 right-of-way clearance standards. The Community Development Department processes Tree Removal Permits with a 21-day minimum turnaround.
Severe pruning or topping of a protected tree (DBH 6 inches or more) without authorization is treated as removal and subjects the owner to enforcement under VMC 14.09.250.060, including replacement-tree requirements, restoration orders, and administrative citation. Public-tree damage is separately enforceable through Public Works.
