Goodyear, AZ Landscaping Rules: Tree Trimming (2026)

Section 10-4-4(D) of the General Code requires anyone who owns, rents, leases, manages, or otherwise controls property, a building, or vacant land in Goodyear to keep landscaping, including "all trees, shrubs, hedges, and ground cover," healthy and clear of the public right-of-way. " The obligation runs past the property line into the strip between the sidewalk and curb, whether that land is publicly or privately owned, unless a recorded City agreement shifts the duty; where no curb exists, the same duty extends to the edge of the roadway.

Median islands on arterial and collector streets stay the City's responsibility, and an owner is excused if the City has already formally accepted the landscaping under a prior agreement. Enforcement runs through Article 10-6: a Code Compliance or Sanitation enforcement official can serve a written Notice of Violation describing the overgrown trees or hedges, set a compliance deadline, and, if it is not met, abate the hazard directly and bill the owner, adding a five percent inspection surcharge. An unpaid abatement bill becomes a recorded lien on the property 30 days after the statement is served.

A companion duty in Section 27-1-6 separately makes the abutting owner responsible for irrigating and maintaining any City-planted street tree in the right-of-way fronting their lot unless a written agreement says otherwise.
