Milwaukee County does not regulate trimming of trees on private residential property. County crews trim only trees in the 157-park county system and on county grounds. Street-tree and private-tree trimming rules come from your municipal forestry division, such as Milwaukee's City Forestry.
Trimming a tree in your own yard is not controlled by any Milwaukee County ordinance. The county's forestry role is limited to trees inside its parks and on county grounds, managed by the Milwaukee County Parks Forestry Department, which prunes, removes, and replants park trees for safety. Milwaukee County Ordinance 47.08 protects park vegetation, making it unlawful to injure park trees, but does not reach private lawns. Terrace and right-of-way street trees are municipal: the City of Milwaukee's City Forestry (Public Works) trims them and permits work on public trees. For a private-property tree, Wisconsin has no statewide trimming permit, so a homeowner needs no county or state permit to prune, subject to municipal, HOA, and overhang rules.
There is no county penalty for trimming a private-property tree. Trimming a county park tree without authorization violates Milwaukee County Ordinance 47.08 and can bring a forfeiture. Cutting a municipal street tree without a permit is fined locally.
