Watering hours are restricted to early morning and evening windows, generally before 10 a.m. or after 4 p.m., to reduce evaporation. Hand watering of plants and microirrigation of shrubs and beds remains allowed any day at any time. New sod and plants may receive a short establishment period under SWFWMD rules. Pinellas County Utilities issues citations starting at $193 for violations, with escalating fines for repeat offenses.
