Lawn irrigation in Safety Harbor is governed by Southwest Florida Water Management District (SWFWMD) rules adopted by the city. Even-numbered addresses water on Thursday and/or Sunday; odd-numbered addresses water on Wednesday and/or Saturday. Watering is prohibited daily between 10 a.m. and 4 p.m. New lawns and landscape have a 60-day establishment period with daily watering allowed for 30 days, then a three-day schedule. Hand-watering and micro-irrigation of plants other than turf are unrestricted. SWFWMD's Modified Phase III shortage is in force April 3 through July 1, 2026, and Pinellas Utilities is issuing $193 citations for violations.
