Section 13.25.010(D), 'Water Efficient Landscaping,' opens by declaring that conserving public water resources and promoting water-efficient landscaping is in the public's interest, then applies the standard citywide: to front and side yards in the R-1 and R-2 residential districts, to the entire lot or parcel in every other zoning district, with parcels in the Open Space zoning district exempted entirely. The irrigation-timing rule in item (e) is specific and mandatory: above-ground irrigation is only permitted between 8:00 P.M. and 10:00 A.M., a window chosen to reduce water loss from wind and evaporation, though the Director may grant a special exception allowing more frequent watering when it is necessary to establish newly planted landscaping.

Item (f) targets where lawn itself can go: it may not be installed in park strips, along paths, or on slopes steeper than 25 percent (a 4:1 grade) that are less than 8 feet wide at their narrowest point, though that limitation does not apply to small residential lots with less than 250 square feet of total landscaped area. The same subsection separately caps how much lawn a property can have at all: no more than 35 percent of the front-and-side-yard landscaped area in single-family and two-family zones, and no more than 20 percent of common-area landscaped area outside active recreation spaces in commercial, industrial, institutional, and multi-family developments, reinforcing the irrigation-hours limit with an outright ceiling on the thirstiest planting choice.
