Lawns, hedges and bushes shall be cut or pruned in order to prevent them from encroaching upon streets, alleys, sidewalks and other public ways, or from becoming a public nuisance or a blighting factor which depreciates adjoining property. Exterior open spaces shall be maintained or improved so as to provide for grass, plantings, or other suitable ground cover to prevent soil erosion which is or may become detrimental to the structures, lot use, or adjacent lots and structures.
