Glenn County has a real weed-abatement ordinance: Glenn County Code Chapter 7.28 (Weed Control), adopted under California Health & Safety Code 14930-14931 and amended by Ordinance 1334 in 2025. Chapter 7.28 of the Glenn County Code (Weed Control) is the county's dedicated weed-abatement law for the unincorporated area. Section 7.28.010 cites California Health & Safety Code sections 14930 and 14931 as authority to compel owners, lessees and occupants to cut and remove hazardous weeds, rubbish, refuse and noxious vegetation. Section 7.28.020 (Findings) lists why uncontrolled weeds, 'rank growths, brush, low hanging tree foliage, rubbish' are a public nuisance: fire hazards, drainage and flooding problems, traffic hazards, rodent and insect harborage, blight and reduced property values. Section 7.28.030 defines 'weeds' broadly to include sagebrush, manzanita, chaparral and other brush that becomes a dry fire menace, downy or noxious plants and grasses, poison oak and poison ivy, dry grass and stubble, and channel-clogging cattails and willows. Section 7.28.040 makes 'weeds over three inches tall, or other noxious vegetation, refuse, or rubbish' that pose a risk to the public a violation. Procedurally, the enforcing officer inspects (7.28.070), mails or posts an abatement notice with a deadline (7.28.080-7.28.090), holds a hearing if requested (7.28.110-7.28.120), and on noncompliance abates the property and charges the cost as a lien (7.28.130-7.28.150). The county contracts out on-call weed-abatement work.
Maintaining weeds, brush, rubbish or noxious vegetation in violation of Chapter 7.28 is a public nuisance; after notice and an opportunity to be heard, the county may abate the property and recover its costs as a lien enforceable by sale under Health & Safety Code 14931.
