It shall be the duty of the owner or occupant of lands situated along any avenue, street or lane within the Inside Tax District of the City of Saratoga Springs to cut and remove the grass and weeds growing upon said land and also growing within the bounds of such avenue, street, lane or alley at least six times in each year. The same shall be done in the first week and once in the last week of each of the months of June, July and August unless otherwise directed by the Commissioner of Public Works.
