Weeds in the City of Turlock are governed by the Nuisance Abatement chapter, Turlock Municipal Code Title 5, Chapter 5. The code lists as nuisances 'the existence of mistletoe or any accumulation of waste paper, hay, grass, straw, weeds, litter, or combustible trash upon the premises, or public sidewalks, streets, or areas in front of such premises,' as well as branches or foliage that interfere with use of streets, sidewalks, or fire hydrants and hydrant access. Weeds and indigenous grasses that may grow large enough to become a fire menace when dry are declared detrimental to public health, safety and general welfare and a public nuisance. The City references TMC 5-5-201 for weed/vegetation enforcement and uses a Weed Abatement Officer and Weed Abatement Hearing Officer process; the Nuisance Abatement Officer is authorized to abate conditions under Section 5-5-201. Owners are expected to keep lawns mowed and to dispose of dry grass, cut limbs and brush. To report weeds, grass or tumbleweeds, residents call Code Enforcement at 209-664-7348 or use the online citizen report form. If an owner does not comply after notice, the City can abate the nuisance and charge the costs to the owner. This is the City's own program, separate from Stanislaus County's weed-abatement process for unincorporated areas.
After a notice/hearing, the City may abate (clear) the vegetation and assess abatement costs and administrative citations against the property owner.
