(2) A "Class II bikeway" shall consist of a portion of a roadway or a shoulder designated by a paint stripe, curb, or other similar device for use by bicyclists. ... No person operating a bicycle or vehicle shall block the bikeway so as to interfere with other bicycles or pedestrians.
