City Code § 71.07 says drivers must yield the right-of-way to a bicyclist in a designated bike lane and may enter the lane only to make a right turn when it is safe and clear of cyclists. Drivers may not drive, stand, or park in a marked bike lane except to enter or exit a legal parking space, and may not otherwise block bicycle traffic in the lane. Section 71.06 separately requires a 3-foot passing distance and bars right-hook turns in front of an overtaken cyclist.
