" The sole carve-out covers juveniles under 16, who may ride on sidewalks only while "exercising due care and giving the pedestrians the right-of-way," and even then not on sidewalks fronting schools, stores, or other business buildings. Anyone permitted to ride on a sidewalk must do so "in single file," so side-by-side sidewalk riding is a violation regardless of age. 030 separately makes it unlawful to operate a bicycle anywhere in the city in violation of the rules of the road set out in the California Vehicle Code, folding state traffic law directly into the city offense.
