Article IV of Chapter 26 regulates bicycles directly rather than bike lanes as a separate facility type. 40(A) makes it unlawful to ride a bicycle on sidewalks located in any commercial or business district of the City, reserving those sidewalks for pedestrian use in busy areas. Subsection (B) applies everywhere sidewalk riding is otherwise permitted: a bicyclist on a sidewalk must yield the right-of-way to any pedestrian, meaning the cyclist, not the walker, must give way. 41 separately governs where bicycles may be left: no person may park a bicycle on a street other than against the curb of the roadway or in a rack built to support it, and bicycles must be parked so as to cause the least possible obstruction to pedestrians and other traffic.

Neither section creates or governs a marked bike lane; Garland's Development Code instead treats bike lanes as a road facility element addressed through Public Works/Engineering standards for street construction rather than through Chapter 26's police-offense provisions. Riders should note the sidewalk restriction is limited to commercial and business districts; outside those districts, sidewalk riding is not barred by this article, subject to the yield-to-pedestrians rule in subsection (B).
