Section 22-101, carried forward from Code 1966 Sec. 21-37, makes it an offense for a driver to operate a motor vehicle in a street area the city has designated by sign and pavement marking for bicycles only. The ordinance writes in one narrow defense: a driver who enters that bicycle-only area only to make a right turn, and who enters as close as practicable to the point where the turn is intended, has a defense to prosecution under subsection (b). The same section flips the rule for cyclists in subsection (c): no person may operate a bicycle in an area marked for the exclusive use of motor vehicles.

Section 22-102, carried forward from Code 1966 Sec. 21-38, governs how a bicycle is ridden and parked citywide. A rider may not take both hands off the handlebars or both feet off the pedals, and may not perform acrobatics or stunt riding on any street, highway, or alley. Parked bicycles must sit against the curb, in a sidewalk rack, or against a building, positioned to cause the least obstruction to vehicle, bicycle, or pedestrian traffic. A cyclist using a sidewalk must yield the right-of-way to pedestrians and give an audible signal before overtaking and passing one.

The code footnotes both sections to the state's general bicycle-authority statute, Vernon's Ann. Civ. art. 6701d, Sec. and Sec. 27(a)(7), the predecessor to today's Transportation Code bicycle provisions.
