Anoka County, MN Mobility & Curb Rules: Bike Lane Rules (2026)

Chapter VI, Section 8 of the Amended and Restated Park Ordinance No. 2018-1 confines cycling in Anoka County parks to designated trails and roadways, and requires riders to stay as close to the right-hand side of the trail or roadway as conditions allow. Section 8(d) sets a hard speed cap of 15 miles per hour or any lower posted limit, whichever applies at that location, and Section 8(c) separately bans riding in a careless manner, given the trail's condition and surroundings, that endangers the rider or anyone nearby.

The ordinance folds Minnesota's Traffic Code, Minnesota Statutes Chapter 169, into park cycling by making it a violation to operate a bicycle in a way that breaches that state law while on county park property. Section 8(f) adds a parking restriction: cyclists can't leave a bike on a beach, inside a county building, in a picnic shelter, or anywhere else it's likely to endanger public health and safety. The rules sit alongside a parallel 15 mph cap on Micro Mobility Devices, such as e-scooters, in Chapter VII, Section 2, so the same speed ceiling applies whether a park visitor is on a bicycle or a rented electric scooter. Anoka County Sheriff's deputies, local police, and Park Services Manager staff enforce the section.
