Anoka County, MN Mobility & Curb Rules: E-Bike Classes (2026)

Chapter I of Ordinance No. 011 test for a class 1, class 2, or class 3 electric-assisted bicycle, so all three e-bike classes ride under the same park rule as a pedal bike, not under the ordinance's separate "Micro Mobility Device" category that governs e-scooters. Chapter VI, Section 8 (Bicycling) makes it unlawful to operate a bicycle anywhere in the Anoka County Park System except on designated trails and roadways, and riders must stay as close to the right-hand side of the trail or roadway as conditions allow.

The same section caps speed at 15 mph or any lower posted limit, requires operators to ride at a speed reasonable and prudent under the conditions and to use due care to avoid colliding with pedestrians, other riders, or vehicles, and bars careless operation that endangers the rider or others. Riding also must not violate Minnesota Statutes Chapter 169, the state Traffic Code. Section 8(f) further bars parking or leaving a bicycle, including an e-bike, on any beach, inside a county building, or in a picnic shelter, or anywhere else it would endanger public health or safety.

Because the county's park system is the main paved-trail network the county itself controls in its largely-incorporated territory, this ordinance, not a general county traffic code, is what actually governs where each e-bike class may be ridden on county property.
