Anoka County, MN Mobility & Curb Rules: Shared E-Scooter Rules (2026)

Anoka County has no dockless or shared-scooter share-station program of its own; the county's authority here runs through the Amended and Restated Parks Ordinance No. 2018-01 (readopted July 23, 2024), which governs conduct on land "under the jurisdiction, control, or ownership of Anoka County" as a unit of the county park system. Chapter VII, Section 1 makes it unlawful to ride any self-propelled vehicle, including "motorized skateboards and scooters," within a county park except on established roadways or trails, unless the Parks Director issues a permit for a different area.

Section 2 then targets Micro Mobility Devices specifically, defined in Chapter I to include electric scooters and other small, lightweight, wheeled electric-powered conveyances: it is unlawful to ride one faster than 15 mph or a lower posted limit, or faster than is reasonable and prudent for conditions, and riders must remain alert to hazards and use due care to avoid colliding with people, vehicles, or other conveyances. Whether the scooter is privately owned or dropped off by a rental company, the same speed cap and trail restriction apply on county park land; the ordinance does not distinguish shared fleets from personal devices.

This rule reaches only county park property, not the public streets of Blaine, Coon Rapids, Anoka, or the county's other cities, each of which sets its own rules for scooters on sidewalks and roadways.
