Hillsborough County, FL Mobility & Curb Rules: Bike Lane Rules (2026)

Section 50-110, part of Article V, Stopping, Standing or Parking, applies within the unincorporated areas of Hillsborough County: Tampa, Temple Terrace and Plant City enforce their own parking codes on their own streets. Subsection (1) sets an outright stopping, standing and parking ban on a bicycle path, alongside bans on stopping in an intersection, on a crosswalk, on a sidewalk and on railroad tracks; the only exceptions written into the section are to avoid conflict with other traffic, to comply with law, or to follow the direction of the Sheriff, a deputy, or an official traffic control device.

Subsection (2) separately bans standing or parking, whether the vehicle is occupied or not, in an exclusive bicycle lane, but carves out a momentary stop to pick up or discharge a passenger, the same exception given to standing near a fire hydrant, a crosswalk or a driveway. A Deputy Sheriff or a county parking enforcement specialist who finds a vehicle obstructing a bicycle path or bicycle lane issues a parking ticket under Sec. 50-115(a), which states the violation and the civil penalty and gives the recipient ten days to pay the Clerk or execute a statement electing to appear before a designated official and request a hearing date.

If nobody pays or requests a hearing within ten days, the Clerk mails a notice to the registered owner giving 14 more days to pay or contest; an owner who was not driving can shift responsibility by filing an affidavit naming the person who had care, custody or control of the vehicle. Sec. 50-115(d) authorizes towing only for violations of Sections 50-110(7), 50-111 or 50-112, so bicycle-lane and bicycle-path stops draw a ticket, not a tow.
