170 requires any person operating a bicycle on a roadway at less than the normal speed of traffic to ride in the right 4 feet of the roadway near the right-hand curb or edge, except when overtaking and passing another bicycle or vehicle going the same direction, when preparing for a left turn at an intersection or into a private road or driveway, or when reasonably necessary to avoid fixed or moving objects, parked or moving vehicles, other bicycles, pedestrians, animals, surface hazards or a substandard width lane, which the code defines as one too narrow for a bicycle and vehicle to travel safely side by side.
