010(A) generally permits riding a bicycle or human-powered conveyance, including roller skates, skateboards and scooters, on any public sidewalk or pedestrian/bicycle path in the city. Subsection (B) then bars riding at "a speed greater than is reasonable or prudent having due regard for weather, visibility, traffic, width of sidewalk or path," or in a manner endangering people or property, and says riders should yield to pedestrians when reasonable. Subsection (C) imposes a full ban in the historic core: it is unlawful to ride on "the public sidewalks on both sides of First Street West between Spain Street and Napa Street, First Street East between Spain Street and Napa Street, Napa Street between First Street East and First Street West, and Spain Street between First Street East and First Street West," the sidewalks bordering Sonoma Plaza.

011, which exempts a "motorized bicycle" (pedals plus a motor of 1,000 watts or less, capped at 20 mph) and a "motorized scooter" (a stand-up device with a motor of 1,000 watts or less, capped at 15 mph), along with disability wheelchairs/tricycles and battery-powered children's toys.
