The rule is a flat prohibition: it is unlawful to operate or ride one of these devices on a street posted above 25 miles per hour, unless the rider is inside a designated bike lane on that street. Streets posted at or below 25 mph are not covered by this restriction at all, so riders may use the full street there without needing a bike lane. 020(J), specifically includes 'any designated bike lanes and the shoulder,' confirming that the bike lane is treated as part of the roadway a rider may lawfully occupy once the posted speed exceeds 25 mph.

050(B), which separately restricts sidewalk riding, so the practical effect on a fast arterial is that a scooter or e-bike rider has exactly two lawful choices: the marked bike lane, or the sidewalk if it qualifies under the electric-motor exception. Riding a motorized personal transportation device down the open travel lane of a 35-mph arterial with no bike lane present is not authorized by this section.
