St. Petersburg, FL Mobility & Curb Rules: Bike Lane Rules (2026)

Section 26-404 of the City Code, part of the Chapter 26 Micromobility article added by Ordinance No. 395-H in 2019, sets the operating and lane rules for shared micromobility devices (like dockless scooters) and privately owned motorized scooters and motorized bicycles. Subsection (e) is the bike-lane rule: 'Operation of a micromobility device or privately owned motorized scooter or motorized bicycle upon a public sidewalk or walkway is prohibited except for the purposes of parking the device in an acceptable location. ' In practice a rider must use a marked bike lane whenever one exists along the route, and can only take to a general travel lane on streets posted 30 mph or under if no bike lane is present; sidewalks are off-limits except to walk the device to a parking spot.

Subsection (a) folds in the City's separate pedal-bicycle rules from Article V, Division 1, including compliance with traffic-control devices under § 26-189, and any applicable Florida law on micromobility devices, motorized scooters or motorized bicycles. Subsection (d) caps motorized scooter speed at 15 mph citywide, and subsection (f) adds route-specific bans: no micromobility or privately owned scooter use on the Pinellas Trail west of 34th Street 'unless specifically allowed by Pinellas County,' none on the North Bay Trail between Demens Landing and Coffee Pot Park, and municipal-pier-district use limited to the vehicular roadway only.

Riders under 16 may not operate a motorized scooter at all under subsection (b), and a parent who knowingly lets a minor violate the article is separately liable.
