WWCC Chapter 10.18 protects the Whitman Drive Bike Path, defined in 10.18.010 as a 60-foot-wide strip in the North half of the Southeast Quarter of Section 32, Township 7 North, Range 35 East, running westerly and southwesterly along former County Road Establishment Numbers 650A, 13 and 281 to the Whitman Mission Donation Claim boundary; the county created the path by Ordinance 199 in 1989 and last amended the chapter by Ordinance 454 in 2016. WWCC 10.18.020(A) makes it unlawful for any unauthorized person to operate or drive a motor vehicle on the path itself, keeping it reserved for bicycle and pedestrian travel.

WWCC 10.18.020(B) separately bars unauthorized vehicles from parking in the area near the path between sunset and sunrise, and requires the County Engineer to post signs that may reference current sunset and sunrise times so drivers can tell when the restriction is in effect. The two prohibitions carry different penalties under WWCC 10.18.030: driving a motor vehicle on the path itself, a violation of 10.18.020(A), is punishable by a $75 civil infraction, while the after-hours parking violation under 10.18.020(B) draws a $20 civil infraction. This is the only bicycle-specific facility named anywhere in the Walla Walla County Code; the county has no separate on-road striped bike lane ordinance, so cyclists and drivers sharing county roads elsewhere are governed by the general rules of the road rather than a lane-specific local rule.
