CVMC 10.08.101 adopts the state's electric bicycle definitions wholesale: a Class 1 ("low-speed pedal-assisted"), Class 2 ("low-speed throttle-assisted") and Class 3 ("speed pedal-assisted") electric bicycle each take their meaning from California Vehicle Code Section 312.5(a)(1)-(3), and all must have fully operable pedals and a motor no larger than 750 watts. Chapter 10.73 then layers city-specific rules on top of those classes. CVMC 10.73.040(A) sets a minimum age of 12 to operate or ride a Class 1 or 2 e-bike, and (B) makes it unlawful to knowingly let someone under 12 do so; that age rule sunsets January 1, 2029 under (C) unless the City Council extends it.

CVMC 10.73.060 requires any rider under 18 to wear a helmet on any class of electric micromobility vehicle, but (B) goes further for Class 3: every Class 3 rider, regardless of age, must wear a helmet consistent with Vehicle Code Section 21213. Sidewalk access is also class-specific. CVMC 10.73.080(B) bans Class 3 electric bicycles from every sidewalk in the City, a stricter rule than the sidewalk restriction for other electric micromobility devices, which only applies in business districts or specifically posted streets. CVMC 10.73.050(A) separately bars any operator under 18 from carrying a passenger on an electric micromobility vehicle.
