Class 3 electric bicycle means an electric bicycle equipped with a motor that provides assistance only when the rider is pedaling and that ceases to provide assistance when the electric bicycle reaches the speed of 28 miles per hour... The riding of electric bicycles, as defined in section 74-239, is prohibited on all the city's public sidewalks.

City Code Sec. 74-3, adopted by Ordinance 2026-07 and effective February 10, 2026, splits sidewalk riding into two rules: ordinary pedal bicycles may not ride the pedestrian sidewalks on Miracle Mile or other posted streets, but any electric bicycle, Class 1, 2, or 3 as defined in Sec. 74-239 using the state's 20 mph and 28 mph motor cutoffs, is barred from every public sidewalk citywide, with no street exception carved out. Separately, Sec. 74-4 bans motorized bicycles, scooters, mopeds, and electric personal assistive mobility devices from the pedestrian areas of Miracle Mile, Giralda Plaza, and other commercial districts.
