Duluth, MN Mobility & Curb Rules: E-Bike Classes (2026)

The City of Duluth regulates electric-assisted bicycles under Chapter 9 of the Duluth Legislative Code, and the chapter treats them almost identically to conventional bicycles rather than sorting them into a class-based access map. 011, subd. 27 defines as an 'electric-assisted bicycle,' so any class distinction lives in state law, not in a Duluth-specific riding map. Section 9-3's riding restrictions then apply across the board: motorized foot scooters may not use sidewalks except to cross to or from adjacent property, and any bicycle, electric-assisted bicycle or scooter is barred from a street, sidewalk, roadway, public path or public property wherever the city has posted a no-riding sign.

The sidewalk ban within a business district, in subsection (c), names only 'a bicycle,' while the speed cap on the Lakewalk and Baywalk in subsection (d), a 10 mile-per-hour limit running from the Harbor Drive/Minnesota Slip Bridge intersection to the Duluth Lift Bridge on the Baywalk, and from the Lift Bridge to the Duluth Rose Garden on the Lakewalk, expressly lists bicycles, electric-assist bicycles, motorized foot scooters and wheeled recreational devices together. Absent a posted prohibition, subsection (e) defaults to letting a bicycle, electric-assisted bicycle or motorized foot scooter use any street, sidewalk, roadway, public path or trail in the city. Enforcement runs through the Duluth Police Department under Chapter 9's general provisions, and none of it turns on how the e-bike's motor is classified.
