Noblesville, IN Mobility & Curb Rules: E-Bike Classes (2026)

Section 74.01 of the Noblesville Code of Ordinances defines an E-BIKE as an electric bicycle with a motor that assists pedaling, split into three classes tied to Indiana Code: Class 1 is pedal-assist only, capped at 20 mph (IC 9-13-2-26.6); Class 2 adds throttle assistance, also capped at 20 mph (IC 9-13-2-26.7); and Class 3 is pedal-assist up to 28 mph (IC 9-13-2-26.8). All three fall under the broader MICROMOBILITY DEVICE definition alongside e-scooters, e-motos, skateboards, and bicycles, so Chapter 74's operating rules apply to every class equally except where the chapter singles one out.

Section 74.03 grants e-bike riders the same rights and duties as a motor vehicle driver on the roadway, subject to Chapter 74's special rules. Section 74.05 permits e-bikes on sidewalks and multi-use trails unless the city has posted signs prohibiting it there or the riding creates a hazard to pedestrians, though riders must dismount and walk within the marked downtown zone bounded by 10th Street, Clinton Street, Maple Avenue, and the White River. Section 74.07 imposes the only class-specific restriction: a person under 15 years old may not operate a Class 3 e-bike, while Class 1 and Class 2 carry no minimum age.

Separately, any rider under 18 operating any micromobility device, e-bike included, must wear a properly fitted, fastened helmet. Riders of all classes must yield to pedestrians, give three feet of passing clearance, sound an audible warning when passing from behind, and stay off handheld phones unless hands-free. Violating any Chapter 74 provision is an infraction under § 74.02, and the Police Chief may impound a device that is improperly parked, abandoned, or an immediate hazard under § 74.08, with impoundment and storage fees billed to the owner or, for a minor rider, the parent or guardian.
