135 folds electric-assisted bicycles and electric-assisted scooters into the Standard Traffic Ordinance's bicycle rules (sections 127 through 133), except for brakeless tricycles, and confirms an electric-assisted bicycle is not a motor vehicle: no vehicle liability insurance, driver's license, Kansas title, registration or license plate is required to operate one. Electric-assisted scooters are capped at 15 miles per hour and cannot be ridden on any street posted above 35 mph. Where a usable bike path runs alongside a roadway, scooter riders must use the path instead of the road, and e-bikes may be ridden anywhere bicycles are allowed (streets, roadways, bike lanes, multi-use paths and trail networks) except on trails specifically designated nonmotorized with a natural, cleared-and-graded surface.

Both devices are barred from interstate, federal and state highways within city limits, though crossing one is allowed. Class 3 e-bikes, the higher-speed pedal-assist class, cannot be operated by anyone under 16, though a person under 16 may still ride as a passenger if the bike is built for it. Since January 1, 2023, manufacturers must permanently label every electric-assisted bicycle with its classification number, top assisted speed and motor wattage in nine-point Arial type, and it is unlawful to tamper with a bike's motor to change its speed capability unless that label is replaced afterward. 05, requires CPSC-approved, properly fastened helmets for every rider and operator under 18.
