Santa Clara County Ordinance Code § B14-11.2(k) defines Class 1 ("Low-Speed Pedal-Assisted") and Class 2 ("Low-Speed Throttle-Assisted") electric bicycles, both capped at a 750-watt motor and 20 mph. Section B14-42.3 then sets where they may operate in County Parks: ordinary bicycles may use trails and roads designated for bicycles generally, but Electric Bicycles are limited to trails and roads carrying signage that specifically allows e-bikes. Riders under 18 need a helmet parkwide; adult riders need one only on unpaved trails. Class 3 e-bikes (28 mph pedal-assist) aren't defined in this chapter and have no separate park authorization.
