Fayetteville, NC Mobility & Curb Rules: Red-Light Cameras (2026)

Chapter 16, Article VI (Sec. 16-151 through 16-155) is Fayetteville's standalone red-light camera ordinance. Sec. 16-151 defines a "traffic control photographic system" as a camera-and-sensor system tied to a signal that automatically photographs vehicles violating the control, and makes the registered DMV owner the presumptive responsible party. Sec. S. 20-158 (the state red-light statute) through the procedures of Chapter 20 of the General Statutes; every citation must state how to appeal. Sec. 16-153 makes it unlawful for a vehicle to cross the stop line on a steady red at a system location, holds the owner responsible unless within 30 days the owner names who had care and control of the vehicle or swears the vehicle was stolen or used without permission.

Sec. 16-154 fixes the civil penalty at $100, with no DMV or insurance points assessed, and adds a second $100 if the penalty isn't paid or appealed within 30 days; the city may sue civilly to collect. Sec. 16-155 requires a notice of appeal within 30 days, requires posting a bond equal to the penalty before a hearing is scheduled, and routes the hearing officer's decision to superior court by certiorari.
