The Santa Fe Traffic Operations Program, abbreviated STOP and codified at Section 24-4 SFCC 1987, was created by Ordinance 2008-47 and most recently amended by Ordinance 2025-22. Section 24-4.2 frames it as a civil nuisance-abatement measure: the governing body found that state law against speeding and excessive vehicle noise is inadequate to preserve public safety, and that photographic and electronic devices measuring speed and noise are accurate and reliable. Crucially, Section 24-4.4(B) limits STOP's reach to two offenses, violations of the Santa Fe Traffic Code's speed limits (Section 12-6-1.2) and the Environmental Regulations' motor vehicle noise limits (Section 10-2.9); it does not cover red-light running.

An automated compliance enforcement system (ACE), which can include speed cameras or acoustic 'noise cameras,' records the violation, and a STOP administrator reviews the evidence before mailing a STOP fine notification to the registered owner, who is strictly and vicariously liable unless a statutory defense applies (stolen vehicle, prior lawful sale, wrong owner identified). Recipients have 35 days to pay, request a hearing, or nominate the actual driver via a sworn owner's affidavit. Fines under Section 24-4.5(H) run $50 for driving more than 10 mph over the limit outside school and construction zones, $100 for exceeding 5 mph over the limit in a school or construction zone or for a second speeding violation within two years, and $500 flat for any vehicle-noise violation of Section 10-2.9.

A missed 35-day deadline triggers default, adding a $25 penalty, and unpaid defaults can be pursued as a civil debt with attorney's fees. Half of net STOP revenue is remitted to the state treasurer under Section 3-18-17 NMSA 1978, and the other half funds city traffic-safety programs, with an annual audit required by Section 24-4.6.
