Schenectady, NY Mobility & Curb Rules: Red-Light Cameras (2026)

Section 248-11 hands the City Engineer broad authority, drawn from § 1603(a) of the New York Vehicle and Traffic Law, to issue rules covering crosswalks, safety zones, speed limits, one-way designations, loading zones, truck routes and parking restrictions throughout Schenectady. Subsection N, added by Ordinance No. 2024-19 in November 2024 and amended again in January 2025, folds traffic calming into that same authority: the City Engineer may install traffic calming measures on streets the City Council designates after reviewing traffic patterns and studies, and the code lists traffic speed bumps, speed humps, red light cameras and school zone speed cameras as the devices that qualify.

Before any camera or calming device goes in, § 248-11(N)(2) requires the City Engineer to issue implementing regulations and guidance, and those regulations must reach the City Council at least 30 days before they take effect, giving the Council a formal review window over how cameras will be deployed. Every rule the Engineer issues under this article, camera-related or not, must be filed with the City Clerk in a signed copy under § 248-13, and the Council retains ongoing power under § 248-14 to modify or repeal any rule the Engineer has put in place, including a camera program, by simple resolution. The chapter's default citywide speed limit, 25 miles per hour on every city street unless the Engineer or the State Department of Transportation posts otherwise (§ 248-11(J)), is the baseline condition a school-zone camera would enforce.
