FCDOT runs the Shared Mobility Devices program first authorized in 2020. Operators must obtain a county permit, carry $1 million liability insurance, geofence operating zones, cap speeds at 15 mph, and remove improperly parked scooters within 2 hours during business hours. Riders must be 16 or older, may not ride on sidewalks in business districts, and must yield to pedestrians. Helmets are not required for adults but recommended. The program currently focuses on Tysons, Reston, and Mosaic; other areas remain off-limits to permitted fleets.
Operator permit revocation, fines up to $1,000 per device for unpermitted deployment, and impoundment of obstructing devices after 24 hours.
