East Baton Rouge Parish, LA Mobility & Curb Rules: Shared E-Scooter Rules (2026)

Chapter 24 of the City-Parish Code regulates every shared mobility device, defined to include pedal bicycles, electric bicycles, electric scooters and electric mopeds placed in the public right-of-way for short-term rental (Sec. 9:1301). An operator cannot deploy devices in the service area, which covers the city limits and unincorporated parish, without a permit from the Department of Transportation and Drainage, and the department will award permits to no more than two operators at a time (Sec. 9:1302(a),(b)). Permits run three years and the department reviews performance annually, with authority to suspend or revoke at any time.

Once on the street, devices may not be operated on public sidewalks or crosswalks, cannot inhibit pedestrian movement or block vehicle ingress/egress, and must always be parked upright and clear of docking corrals; they cannot be locked to street furniture, light poles, signal poles, utility poles or street trees (Sec. 9:1303(b)). Operators must rebalance fleets daily, remove an inoperable or damaged device within two hours of a complaint (four hours on federal holidays) between 7:00 a.m. and 7:00 p.m., and pull devices indoors within 24 hours of a declared tropical storm or hurricane watch (Sec. 9:1303(c)). Riding rules and parking of the devices themselves are governed under Sec. 11:216 of the Traffic Code.
