Under Sec. 86-155, no person or company may deploy or rent shared scooters, bicycles or docks on city rights-of-way without a micromobility operator agreement, and Sec. 86-156(b) caps the city at one such agreement citywide. Sec. 86-160 splits where devices may be ridden: downtown, riders must stay on streets and are barred from sidewalks; everywhere else in the city, riding is confined to sidewalks and barred from streets. Riders must be 16 or older, wear a helmet, and devices are capped at 15 mph and must return to designated corrals, racks or stations rather than being left on sidewalks.
