Unlike Dallas and Fort Worth, Plano does not currently host a permitted dockless shared electric scooter operator. Operating a commercial scooter fleet on Plano right of way without a franchise agreement is treated as an unlawful encroachment.
Plano Code Chapter 38 governs streets and sidewalks, requiring franchise or permit authorization for commercial use of public right of way. After observing the experiences of nearby cities with dockless scooter pilots, Plano has not authorized a shared scooter operator. Personal e-scooters are allowed on streets and bike facilities subject to Texas Transportation Code Chapter 551 rules treating them as motor-assisted scooters. They may not be ridden on most sidewalks in commercial districts. DART buses and trains have specific rules about scooter carriage. Riders should follow helmet recommendations even where not strictly required.
Deploying a commercial scooter fleet without authorization can trigger impoundment and per-device daily fines for unlawful right-of-way encroachment, plus injunctive relief through the city attorney.
