Provo, UT Mobility & Curb Rules: Shared E-Scooter Rules (2026)

Section 9.32.170(7) of the Provo City Code makes it unlawful for any company to provide micromobility device rentals for use on City streets unless that company operates on behalf of the City under a contract. That sentence functions as Provo's shared scooter franchise gate: without a signed city contract, a scooter- or bike-share operator cannot legally drop fleets on Provo streets, closing off the unpermitted dockless drops that other cities have struggled to police after the fact.

The same section carves out fixed no-ride zones. Subsection (9) bans riding any micromobility device, rented or owned, on the sidewalk contiguous to University Avenue between 400 North Street and 100 South Street, and on the sidewalk contiguous to Center Street between 100 East Street and 500 West Street, together covering the densest stretch of downtown Provo sidewalk frontage. Riders who cross those boundaries violate Section 9.32.170 directly, separate from any franchise question.

Individual property owners get their own veto too: Subsection (6) lets an owner prohibit micromobility devices generally, specific device types, or specific uses on their land by posting a sign giving reasonable notice, and using a device contrary to a posted restriction is unlawful under the same subsection. Subsection (4) additionally makes it unlawful to leave any device, shared or private, obstructing a sidewalk, crosswalk, or roadway outside a lawful parking area, which matters for scooter-share fleets that riders leave lying across a walkway at trip's end. Enforcement runs through the same infraction and misdemeanor framework as the rest of Chapter 9.32, with citations issued by Provo police.
