Tracy, CA Mobility & Curb Rules: Shared E-Scooter Rules (2026)

Chapter 6.26 (Shared Mobility Device Pilot Program), added by Ordinance 1314 in 2021, requires any person or company that wants to make scooters, e-bikes, or similar rentable devices available in Tracy to first secure an operator permit under section 6.26.310. The application under section 6.26.320 must go to the Parks and Recreation Director and include the applicant's operating history in other jurisdictions, a deployment and maintenance plan, a 24/7 local point of contact, an educational plan for riders, a data-sharing plan through an API, GBFS, or MDS, and proof of insurance naming the City as additional insured. The non-refundable application fee is $500 per application, plus a program fee of ten cents per ride transaction, both set to defray the City's costs administering and enforcing the chapter.

A completed permit must specify the device types and maximum fleet size authorized, and identify locations where the operator must use geofencing or similar technology to slow devices or to block riders from ending a ride without express written permission from the property owner. Devices must be labeled in one-inch letters warning that riding on sidewalks is prohibited by state law. Operators must accept cash payment for ride credits and offer a discount program for qualified low-income riders.

A device left in the right-of-way or a public area in violation of the chapter, or offered for rent without a permit, is subject to immediate impoundment under section 6.26.330, and any device blocking an ADA path of travel may be removed on the spot at the operator's expense. Devices unclaimed after 30 days may be repurposed, recycled, or auctioned. Notably, section 6.26.370 states that permits issued under this pilot terminate and are of no further force or effect beyond June 30, 2022, unless the City Council extends the program, so the chapter's continued operation depends on a Council extension.
