Woodbridge, NJ Mobility & Curb Rules: Shared E-Scooter Rules (2026)

2, added August 26, 2025 by Ordinance No. 2025-58, is Woodbridge's general no-ride-zone rule and it names 'Scooter' and 'low-speed electric scooter' among the covered devices alongside bicycles, tricycles, Class 1 through 3 e-bikes, and hoverboards/segways. Subsection (a) bars using, operating, or riding any of those devices on a public sidewalk or a Township-owned parking lot. Subsection (c) extends the same ban to any roadway closed under a Township or county road-closure permit, covering block parties, races, and similar closures. Subsection (d) bars riding on any private or public property within the Township while that property is being used for a Township-sponsored event, so a scooter rider cannot simply move onto private land hosting a Township event to get around the ban.

The code carves out one narrow exception in subsection (b): self-propelled, non-motorized scooters ridden by someone under 17 are allowed on sidewalks, but that exception does not extend to the code's low-speed electric scooter, which stays barred from sidewalks for riders of any age. Because Woodbridge has not adopted a shared or dockless scooter operating permit, franchise, or fleet-size cap of its own, this sidewalk-and-closed-property rule is the operative restriction that would govern any shared scooter fleet operating in the Township, exactly as it governs personally owned scooters.
