Summary

Pomona's Zoning and Development Code lets developers trade required automobile parking for dedicated ride-share pickup/drop-off spaces at a 3-to-1 ratio. Nonresidential projects can convert up to 20% of projected parking and residential projects up to 10%, but every substituted space needs visible signage and street-facing wayfinding under Sec. 610.C.3.a.3.ii.

ii. Ride-Sharing

a) Required automobile parking spaces may be substituted with a dedicated ride-share pick-up/drop-off space at a ratio of 3 automobile parking spaces for every 1 off-street ride-share pick-up/drop-off space that meets the standards of Sec. 610.C.3.b. Parking Area Design.

b) All ride-share pick-up/drop-off spaces must be clearly and visibly marked with signage.

c) Wayfinding signage that is visible from the primary street must be provided along the primary street frontage to direct ride-share drivers to dedicated ride-share pick-up/drop-off spaces.

d) Nonresidential uses subject to a Parking Study (Sec. 610.C.3.a.2.) may substitute up to 20% of their projected automobile parking spaces with ride-share pick-up/drop-off spaces.

e) Residential uses may substitute up to 10% of the required automobile parking with ride-share pick-up/drop-off spaces.

Full Breakdown

Under Part 6 (Site), Sec. ii of the Zoning and Development Code, adopted July 1, 2024, a project may substitute required automobile parking spaces with a dedicated ride-share pick-up/drop-off space at a ratio of three automobile spaces for every one off-street ride-share space, provided the space meets the Parking Area Design standards of Sec. b. This is an option available during site plan design, not a mandate to build ride-share space. Two caps apply depending on use: nonresidential projects that already had to submit a Parking Study under Sec.

2 (any nonresidential project over 15,000 square feet of gross floor area) may substitute up to 20% of their projected automobile spaces; residential projects are capped at 10% of required automobile parking. Every dedicated ride-share space must be clearly and visibly marked with signage, and the site must carry wayfinding signage visible from the primary street frontage directing ride-share drivers to the designated pickup/drop-off location. The rule sits alongside a parallel bicycle-parking substitution option (4 bicycle spaces per 1 automobile space, capped at 20% nonresidential/10% residential) in the same subsection, and both are administered by the Development Services Department as part of site plan and parking-study review rather than a stand-alone permit.

Violations & Fines

Sec. 11110 of the Zoning and Development Code routes violations to Division 5 (Enforcement) of the City Code. Under the general penalty in City Code Sec. 1-7, a code violation may be charged as an infraction, punishable by a fine up to $100 for a first offense, $200 for a second offense of the same provision within a year, and $500 for each further offense, or prosecuted as a misdemeanor carrying up to six months in jail and a fine under Penal Code § 19.

Frequently Asked Questions

Can a Pomona business replace parking spaces with a ride-share pickup zone?
Yes. Sec. 610.C.3.a.3.ii lets a project substitute a dedicated ride-share pick-up/drop-off space for required automobile parking at a 3-to-1 ratio, as long as the space meets the Parking Area Design standards in Sec. 610.C.3.b and carries proper signage.
How much parking can a Pomona shopping center convert to ride-share space?
A nonresidential project already required to file a Parking Study under Sec. 610.C.3.a.2, meaning over 15,000 square feet of gross floor area, may substitute up to 20% of its projected automobile parking spaces with ride-share pick-up/drop-off spaces.
Is signage required for a dedicated ride-share pickup space in Pomona?
Yes. Sec. 610.C.3.a.3.ii requires every ride-share pick-up/drop-off space to be clearly and visibly marked, plus wayfinding signage visible from the primary street directing drivers to the space.
Is a residential apartment project in Pomona allowed to add a ride-share zone?
Yes, but the cap is lower than for commercial sites: residential uses may substitute up to 10% of their required automobile parking with dedicated ride-share pick-up/drop-off spaces under Sec. 610.C.3.a.3.ii.
