Champaign, IL Noise from Specific Sources: Bar & Nightclub Noise (2026)

Sec. 21-15(6) exempts outdoor activities conducted pursuant to a Class T retail liquor license from the hour restrictions on sound amplification and musical instruments in Sec. 21-14(5) and (6); Sec. 21-15(7) extends the same exemption to outdoor activity on the premises of any retail liquor license holder, or under a Class T license, issued under Chapter 5. Both remain subject to the hour cap in Sec. m. Sunday through Thursday otherwise. Sec. 21-15(8)(b) gives the Police Department direct enforcement leverage over the license itself: if the department receives complaints from more than one person during otherwise-permissible hours, verifies the sound carries beyond the property's boundary line, and the Police Chief or designee finds it a threat to public health, safety or welfare, the Chief can revoke the permit or the T-license and shut the event down on the spot.

A licensee whose permit or T-license is revoked may request a meeting with the Police Chief or designee within 14 days of the revocation to be heard. Because the exemption is tied specifically to Chapter 5 retail liquor licenses, it does not extend to a bar or club operating without one, which remains bound by the standard Sec. 21-14 hours.
