(a)The following locations are per se loading zones to the extent consistent with the prohibitions contained in section 33-53 of this chapter:(1)At any place not to exceed seventy-five (75) feet along the curb before the entrance to any hospital, clinic or medical center;(2)At any place not to exceed seventy-five (75) feet along the curb before the entrance to a public building between 8:00 a.m. and 6:00 p.m., except on Sunday;(3)At any place not to exceed seventy-five (75) feet along the curb before the entrance to any hotel or motel;... (c)No driver of a passenger vehicle shall stand such vehicle in a loading zone for a period of time longer than is necessary for the loading or unloading of passengers, not to exceed three (3) minutes.(d)No driver of a property-carrying commercial vehicle shall stand such vehicles in a loading zone except while actively engaged in loading or unloading. Failure to actually engage in loading or unloading for a period of thirty (30) minutes shall constitute a violation of this section.

Beyond these automatic zones, the City Manager may designate additional loading zones in writing after notifying adjoining property owners or tenants, including zones restricted to commercial vehicles only, with the designation filed with the City Clerk and sent to Council at least 14 days ahead of taking effect. Once in a loading zone, the clock starts running: a passenger vehicle driver cannot stand there longer than necessary to load or unload passengers, capped at 3 minutes under subsection (c).
A commercial vehicle hauling property may stand only while actively engaged in loading or unloading, and going 30 minutes without actual loading or unloading activity is itself declared a violation under subsection (d), regardless of how long the vehicle has been parked. m. 00 after that, for Division 4 violations, plus Section 1-21 court costs if unpaid.
