Section 13-49 sets development standards for any establishment where food or beverages are served within 200 feet of residentially-zoned property, applicable unless modified through a minor conditional use permit or conditional use permit. Outdoor public communication systems, meaning PA speakers and similar equipment, cannot be audible in adjacent residential areas. Trash facilities must be screened and located to minimize noise and odor impacts, outdoor seating must be oriented or buffered away from residential areas, and new construction requires a minimum five-foot landscaped planter buffer plus a six-foot masonry wall on interior property lines abutting residential zoning, which can be pushed to eight feet depending on the establishment's operational characteristics.
