UDO § 5.26 governs entertainment establishments, defined to include lounges, discos, nightclubs, pool halls and private clubs and any similarly classified use in Table 4.6-1. Regardless of the zoning district a site sits in, the ordinance bars these establishments outright inside the special tax district covering downtown Sanford. Everywhere else in the county's zoning jurisdiction, an entertainment establishment cannot be located within 1,000 feet of a parcel that contains a detached single-family dwelling, a buffer meant to keep bar and nightclub activity away from residential areas before noise ever becomes an issue.

The operative noise control is direct: no outdoor loudspeaker or public address system is permitted at any entertainment establishment, with no exception for special events or temporary amplification. Community Development enforces the distance and use standards as zoning matters, while a venue that installs or runs outdoor speakers is out of compliance with § 5.26.2.3 regardless of decibel level, since the section prohibits the equipment itself rather than setting a sound limit. Because the standard is use-based rather than a numeric noise limit, an entertainment establishment cannot cure a loudspeaker violation by turning the volume down; it has to remove the outdoor sound equipment entirely to come back into compliance with the county's zoning ordinance.
