Spalding County, GA Noise from Specific Sources: Bar & Nightclub Noise (2026)

Section 11-4006(d) of Spalding County's noise ordinance lets an approved event center skip the standard amplification permit for scheduled events, but only under strict conditions. The center must give its noise rules to renters, on-site facility managers, and any hired entertainment act using amplified sound, as part of its rental agreement, with signed copies forwarded to the community development office. The exemption survives only if the center is not found in violation of the enforcement standard in section 11-4004 more than twice in twelve months before the Magistrate Court of Spalding County.

When a neighboring property complains of excessive noise during an event, two law enforcement officers must determine, using unaided hearing at the property line, whether the amplified sound is audible and sustained for at least five consecutive minutes, whether it originates outdoors or leaks from indoor doors or windows left open. No amplified sound may run past 9:00 p.m. on event center premises. An event center that loses its exemption for repeat violations must apply for a permit at least 45 days before a non-wedding event, and applicants are not guaranteed board approval; holding an event after the board denies it triggers a citation.

If an event center completes a full 12-month permit period without further violations, its exemption can be reinstated. Convictions against a facility manager or entertainment entity count toward the event center's own violation tally under section 11-4006(d)(2)(v).
