City Code § 34-4(a)(5) makes it a violation to sound a horn, whistle, siren, or other alarm or announcement device, whether manual or power-operated, unless it's warning of fire, natural disaster, or other danger, or is required for law enforcement or emergency use. Section 34-5 separately exempts genuine safety signals, storm sirens, and emergency-vehicle sirens or horns used while actually responding to an emergency, plus authorized testing of that equipment. A car alarm that keeps blaring outside those narrow exceptions is a chargeable noise violation, and officers may stop a vehicle reasonably suspected of violating the chapter.
