Section 13-93(d) governs emergency signaling devices, defined to include fire, burglar, civil defense and similar alarms, sirens and whistles, and bars sounding them outdoors except in a genuine emergency or under two carved-out exceptions. Subsection (d)(2) covers vehicle alarms specifically: sounding or permitting the sounding of any exterior burglar or fire alarm, or any motor vehicle burglar alarm, must terminate within fifteen minutes of activation unless an emergency actually exists. The same subsection adds a repeat-offense trigger: if a false or accidental activation happens more than twice in a calendar month, the owner or person responsible for the alarm is in violation of the ordinance regardless of how quickly any individual alarm was silenced.
