Lansing, MI Noise from Specific Sources: Delivery Truck Noise (2026)

Section 654.07(e) of the Lansing Codified Ordinances, in the City's noise chapter covering Ingham, Eaton and Clinton county territory, bars 'loading, unloading, opening, closing or other handling of boxes, crates, containers, building materials or similar objects' between 10:00 p.m. and 7:00 a.m. the following day, whenever the sound causes a noise disturbance across a residential property boundary or within a noise-sensitive zone. The provision sits inside the chapter's general ban on 'unnecessary noise disturbance' in Section 654.07's opening sentence, and it uses the same defined terms as the rest of the chapter: 'noise disturbance,' under Section 654.03, means any sound that endangers or injures health or safety, annoys or disturbs a reasonable person of normal sensitivities, or endangers property; a 'noise sensitive zone' covers areas around schools, hospitals, houses of worship, day care centers, nursing homes, libraries, senior centers, residences or courts.

This subsection targets late-night and early-morning delivery and freight activity specifically: a truck driver or warehouse crew banging pallets, crates or building materials around outside the 7:00 a.m. to 10:00 p.m. window, close enough to a residential lot line to disturb a resident, violates the rule regardless of whether the activity is otherwise lawful loading. Section 654.08 exempts emergency work needed to restore safety after an accident or public calamity and repair of public utilities, and Sections 654.10 and 654.11 let a nonprofit or, after a Council public hearing, any applicant obtain a temporary or special permit for relief from this curfew.
