Pocatello does not set a decibel limit or specific curfew hour for delivery trucks; instead it folds that noise into two provisions that work together. The zoning code's commercial development standards, § 17.05.620.D, list screening and shielding requirements for commercial and mixed-use sites, and item 2 states plainly that noise emissions resulting from delivery, loading, trash removal or compaction, or other such operations, are subject to noise and nuisance standards defined elsewhere in the code. Section 9.16.070 declares that noise which, due to its volume, duration, or location, disturbs, injures, or endangers the comfort, repose, health, peace, or safety of persons who are not voluntary listeners is excessive and inimical to the welfare of city residents, and makes it unlawful to cause any excessive, loud, unnecessary, or unusual noise from a device on any premises or public right of way. Because the delivery-noise language sits inside the commercial site design standards rather than a separate numeric table, enforcement is complaint-driven: a resident or adjoining business affected by early loading dock activity, backing-up alarms, or trash compaction noise can report it to Pocatello Police, who assess whether the noise meets the excessive-noise definition rather than checking it against a fixed number.

The screening and shielding subsection also requires loading areas to be sited at the rear of a building where possible, or on an interior side, and screened with landscaping or fencing if a loading area must face the street, which indirectly reduces off-site noise from delivery activity by directing it away from public view and neighboring parcels.
